Are UK Schools Ready for Martyn’s Law?

With the Terrorism (Protection of Premises) Act 2025—commonly known as Martyn’s Law—having received Royal Assent, the clock is ticking on a 24-month implementation grace period. Named in memory of Martyn Hett, who lost his life in the 2017 Manchester Arena attack, the legislation establishes a statutory duty for public venues and educational settings across the UK to improve preparedness and public protection. 

While many headteachers, site managers, and governors are aware of the pending regulations, a crucial question remains: are UK schools actually ready?

What Martyn’s Law Requires from Schools

There is a widespread misconception that schools with over 800 pupils will be subjected to the heavy financial and operational burdens of the "Enhanced Tier" reserved for massive stadiums and arena venues. 

In recognition of existing safeguarding and health and safety arrangements, government policy grants early years, primary, secondary, and further education settings special consideration. All state-funded schools automatically fall under the Standard Tier regardless of pupil capacity. 

To be compliant, every school must put in place "reasonably practicable" public protection procedures covering four mandatory pillars: 

1. Evacuation: Moving pupils and staff quickly away from danger.

2. Invacuation: Bringing everyone safely into secure internal spaces away from an external threat. 

3. Lockdown: Securing buildings and classrooms to prevent an attacker from gaining entry. 

4. Communication: Instantly alerting everyone across the site to the nature of the threat. 

Schools must also appoint a Responsible Person (typically the headteacher, trust board, or governing body) and notify the regulator, the Security Industry Authority (SIA). 

Operational Hurdles: Where Schools Are Stumbling

While Martyn’s Law does not mandate expensive physical fortification, many schools face structural and operational hurdles when auditing their current readiness: 

1. The "Sprawling Site" Challenge

Many UK secondary schools and academies operate across multiple detached blocks, sports fields, temporary classrooms, and car parks. Fire bells work well for planned evacuations, but traditional bells cannot distinguish between a fire drill and an intruder lockdown. 

2. Out-of-Hours and Community Use

Schools are no longer just active from 8:30 AM to 3:30 PM. Parents' evenings, sports fixtures, drama productions, and lettings bring hundreds of external visitors onto site after hours. Normal daytime routines fall apart when supply teachers, visiting parents, or evening lettings are present during a critical incident. 

3. "Paper-Only" Compliance

Having a written lockdown policy inside a ring binder in the main office does not equal preparedness. If supply staff or duty supervisors on the playing field cannot receive an alert or signal back, the procedure fails under real-world pressure.

Under Martyn's Law, communication is not a passive requirement—it is the operational backbone that links evacuation, invacuation, and lockdown together. 

One-way broadcast systems (like tannoy announcements or traditional sirens) can alert staff, but they leave senior leadership blind during a dynamic incident. This is where modern two-way communications transform school safety:

Instant, Site-Wide Threat Broadcasts: A teacher encountering an intruder on the field edge can trigger an immediate alert across the entire school staff network in seconds, rather than running to a landline or office alarm button.

No. Under the Standard Tier, Martyn’s Law focuses on low-cost, low-burden procedural readiness—ensuring staff are aware, plans are clear, and communication channels exist. Physical infrastructure upgrades are not legally required. 

What tier does our primary or secondary school fall under if we have over 800 pupils?

All early years, primary, secondary, and further education settings receive special consideration and fall strictly under the Standard Tier, regardless of pupil headcount.

Who is the designated "Responsible Person" in a school setting?

The Responsible Person is the entity or individual with overall operational control of the premises. For state schools, this is generally the governing body or multi-academy trust board; for independent schools, it is the proprietor. 

How does Martyn’s Law handle school events like fetes or sports days?

Events hosted on school grounds generally remain covered under the school's overall Standard Tier procedures. However, schools must ensure their public protection procedures—particularly visitor communication and crowd evacuation—explicitly account for large gatherings and out-of-hours events. 

When will enforcement begin?

Royal Assent was granted in April 2025, triggering a minimum 24-month implementation period. Statutory guidance will be published ahead of formal enforcement, giving schools until 2027 to review protocols, train staff, and test their communication procedures.
